Program Coordinator – International Trade Compliance

 

Legility seeks a Program Coordinator to assist a global manufacturing corporation.  The Program Coordinator will assist with day-to-day implementation (with oversight of the Global Compliance Manager) of IP’s international trade compliance program within one or more business units, (benchmark revenue $4 billion) including:

    • acting as the primary point of contact for international trade issues
    • staying current on changing business practices
    • reviewing and, as necessary, adjusting business unit procedures to incorporate international trade compliance controls
    • maintaining documentation for the business unit(s)
    • Supports enterprise-wide efforts to ensure full compliance with Global laws and regulations of assigned area (international trade, ethics and privacy, etc.)
    • Participates in group-wide program improvement projects.
    • Assists in developing, communicating, and facilitating compliance trainings
    • Assists in developing metrics to evaluate programs and makes recommendations for improvement.

 

The primary role of the Program Coordinator, International Trade Compliance is to

  • support Enterprise-wide efforts to ensure full compliance with Global laws and regulations governing company import and export transactions and
  • support the day-to-day management of the international trade compliance program for one or more assigned business units (benchmark revenue over $4 billion) with oversight from the Sr. Manager - International Trade Compliance
  • Supports the day-to-day implementation and improvement of IP’s international trade compliance program within one or more business units (benchmark revenue $4 billion), with oversight of the Sr. Manager – International Trade Compliance, including:
    • acting as the primary point of contact for international trade issues,
    • staying current on changing business practices,
    • reviewing and, as necessary, adjusting business unit procedures to incorporate international trade compliance controls, and maintaining documentation for the business unit(s).
    • supporting enterprise-wide efforts to ensure full compliance with Global laws and regulations of assigned area (international trade, ethics and privacy, etc.)
    • maintaining substantial involvement with cross functional areas such as IP Global Sourcing, Legal, Finance, Global Citizenship as well as regions where the company operates.
    • managing policies and procedures to meet Global import and export regulations (harmonized tariff schedule (HTS) classifications, valuation, quantity, origin declaration, free trade agreements and special trade program eligibility), USPPI, Automated Export System (AES), Shipping Export Declaration (SED), Restricted Party Screening (RPS), and other export licensing and documentation requirements,
    • providing analysis, research, and classification on harmonized tariff schedule (HTS), Schedule B, Export Control Commodity Numbers (ECCN), valuation, record keeping, quantity, USMCA and other free trade agreement programs, country of origin & marking requirements, Global Customs regulations and policy interpretation, and overall internal control processes and procedures and databases as it relates to international trade.
    • managing full range of Global import/export compliance training initiatives and guidance to multi levels of leadership, functional teams and program teams for enterprise.
    • managing US Importer of Record and Customs Import/Export Bond requirements. First-level contact for US Customs, Bond Surety, Customs Brokers and agents.
    • serving as first-level point of contact with Customs brokers, agents and attorneys to resolve problems/issues related to Global importation and exportation.
    • Developing, communicating, and facilitating compliance trainings and assists with strategic initiatives implementation.
    • Collecting data on relevant metrics to evaluate programs and makes recommendations for improvement.
  • May assist in investigations, as needed.
  • Supports project management duties and performs program management functions.
  • Continuously monitor governmental and industry developments (e.g. security, customs compliance, HTS changes, documentation etc.), maintain current information on Global import and export regulations and communicate the impact to the enterprise.
  • Coordinate with functional leaders to develop and implement Global import/export training programs.
  • Modify business best practices and implement operational changes as appropriate.
  • Recommend changes to import/export Global compliance policies based on regulatory developments.
  • Incorporate approved policies into Enterprise trade compliance manual(s). Revise compliance manual(s), processes, and procedures as necessary.
  • Coordinate with internal functional teams as well as external customs brokers, freight forwarders, consultants, and other third parties to continuously improve Global import and export processes.
  • Manage work of third parties hired to provide Customs compliance related work (HTS classification)
  • Assist in selection and management of approved Customs brokers and monitoring of their performance, assisting Customs brokers development and implementation of Standard Operation Procedures specific to enterprise
  • Work with the team members, suppliers, and internal customers to develop Global compliance programs that will deliver high levels of customer satisfaction and optimize service deliveries.
  • Assist business development to drive business initiatives by providing guidance and creative solutions on compliance and regulatory issues.
  • Manage post-entry, CF 28/29, protest and reconciliation processes.

  • The Program Coordinator – International Trade Compliance will be responsible for the day-to-day implementation of import/export compliance for assigned business units with oversight from the Sr. Manager – International Trade Compliance.
  • The Program Coordinator - International Trade Compliance will have frequent interaction with cross functional areas of the organization including but not limited to Information Technology, Global Sourcing, Supply Chain, Procurement, Marketing, Sales, Customer Service, Legal, and Finance, as well as external customers and business partners.
  • This role will have substantial interaction with the listed functions at Headquarters as well as Region, Group, and Division level functional leaders.
  • This role will have tactical, field level responsibility for ensuring that import/export transactions for Enterprise are in complete compliance with all applicable laws and regulations.
  • Driving organizational change by working closely with key stakeholders to achieve global trade compliance and operational efficiency as well as aligning compliance objectives between all departments and operating entities.
  • Embedding compliance initiatives into changing business environment
  • Implementing practical solutions to resolve time-sensitive international trade issues
  • Framing compliance issues in terms that are meaningful to the business
  • Leveraging business unit/function resources to accomplish international trade compliance
  • Developing an expertise in the business unit activities to help understand the impact of program changes and to identify paths forward to operational issues
  • Driving formalization of processes into business units
  • Communicating the importance of compliance to the business
  • Operating in complex environments
  • Balancing day-to-day operational demands with program enhancements
  • Navigating ever-changing international trade laws, regulations, and programs that impact IP operations.
  • Understanding international trade regulations and compliance interpretations in both U.S. and non-U.S. marketplaces.

Minimum Qualifications (Knowledge and Experience)

  • Bachelor’s degree required (Business Administration or International Trade Logistics preferred)
  • 8 years experience working in a corporate trade compliance management role or senior trade consulting role or equivalent preferred
  • In-depth knowledge of U.S. Customs, U.S. Department of Commerce regulations and international trade law regulations preferred.
  • Experience supporting compliance with the United States-Mexico-Canada (USMCA) Free Trade Agreement (FTA)and/or other FTAs’ rules of origin
  • Must have ability to communicate and implement company-wide procurement and inventory planning strategies, as required.
  • Experience in/familiarity with international trade laws and compliance concepts, principles and rules preferred
  • Demonstrated ability to organize and manage large amounts of physical and electronic records and data
  • Proficiency in Microsoft Office-based software programs, in particular, Spreadsheet and database programs
  • U.S. Customs Broker License preferred.
  • Familiarity with Enterprise Resource Planning (ERP) software (e.g. SAP, Oracle)
  • Strong planning, organization, attention to detail and customer service skills required.
  • Demonstrated problem-solving, time management and analytical skills required.

  • Solid time management skills and ability to prioritize tasks
